Karley Biggs Sebia

A partner at KingSpry, Karley Biggs Sebia focuses her practice on land use, zoning, development, and real estate matters, working closely with developers, municipalities, authorities, and private clients to move projects from concept to completion.

Karley regularly advises on zoning and land development approvals, subdivision and land development applications, conditional uses, variances, and zoning amendments. She supports clients through all phases of real estate transactions, including acquisitions, dispositions, leasing, and development agreements. She frequently collaborates with planners, engineers, and local officials to navigate regulatory hurdles, manage risk, and keep projects on track. Her experience includes representing municipal bodies and authorities on land-use planning, redevelopment initiatives, and property-related matters.

Beyond traditional development work, she counsels large and small businesses on governance and formation, contract negotiation and management, human resources considerations, corporate policy, risk management, and compliance with federal and state laws and regulations. Her experience spans a wide range of industries, including healthcare, manufacturing, transportation, retail, real estate, and other service professions.

Within the firm, Karley serves in firm leadership roles as a member of KingSpry’s Executive Committee and Chair of the firm’s New Associate Committee.

Karley’s dedication to her clients has earned her recognition within the legal community. In 2023, Karley was named to the 2023 Power List in Law by Lehigh Valley Business. She was also honored as a “Rising Star” by Pennsylvania Super Lawyer magazine and “40 Under Forty” and “Woman of Influence” by Lehigh Valley Business.

A lifelong resident of Bethlehem, Karley is proud to practice in and serve the community where she was raised.  Karley graduated from Moravian Academy.  She earned a Juris Doctorate from Duquesne University School of Law and a Bachelor of Arts in Government from Franklin & Marshall College, where she was captain of the Women’s Squash Team.

Prior to joining KingSpry in 2010, Karley was a law clerk for the Honorable Stephen G. Baratta of the Court of Common Pleas of Northampton County. She is admitted to practice law in Pennsylvania and New Jersey.
