On April 4, 2025, the Trump administration announced the formation of the Title IX Special Investigations Team (SIT), a collaborative effort between the U.S. Department of Education and U.S. Department of Justice.
This initiative aims to address what officials describe as a “staggering volume” of Title IX complaints, with a particular focus on protecting female athletes from the “pernicious effects of gender ideology” in educational programs. The SIT is designed to expedite investigations and ensure consistent enforcement of Title IX provisions.
Title IX SIT Includes the Following:
• DOE Office for Civil Rights investigators and attorneys
• DOJ Civil Rights Division attorneys
• DOE Office of General Counsel attorneys
• DOE Student Privacy Policy Office staff and an FSA Enforcement investigator
This development aligns with the administration’s broader policy objectives including the Executive Orders regarding “Keeping Men Out of Women’s Sports” and “Defending Women From Gender Ideology Extremism.”
In line with these orders, the Department of Education recently issued a Letter of Finding of Noncompliance to the Maine Department of Education (MDOE), asserting that MDOE violated Title IX by permitting transgender females to participate in female athletics and access female-only locker rooms and bathrooms. The Department warned of potential enforcement actions if compliance is not achieved.

For educational institutions, the establishment of the SIT and the administration’s policy directives signal increased federal scrutiny regarding Title IX compliance. Historically, OCR has rarely actually withheld funding, but rather has offered voluntary compliance agreements.
